Good intention is not a control. SEHT translates posture into definitions, gates, thresholds, escalation paths, receipts, tests, and corrective action. If the mechanism cannot be inspected, the promise cannot be trusted at scale.
An output is only one part of a consequential decision. Context load, provenance quality, contradiction density, operator pressure, reversibility, and downstream authority all change what the same answer is allowed to do.
Logic becomes brittle when it rewards only what can be measured or treats the specification as proof that reality complied. SEHT therefore needs AYEM to keep consequence visible and VEHK to keep the unexplained remainder alive.
