PBHP does not treat hesitation as empty latency. The pause is where consequence, competence, provenance, reversibility, operator judgment, and the human subject are brought back into a decision that momentum was trying to simplify.
A practical reading asks the system to pause, name the consequence, locate the evidence boundary, identify the affected human, inspect provenance, test reversibility, check competence, select the smallest justified act, and leave a receipt.
