Civic QA provides a self-service inspection path: define the claim and affected people, set the evidence boundary, add attributable sources, apply visible criteria, expose hard stops and unknowns, build corrective action, and export a challengeable receipt.
A self-service receipt is not an official finding. Its value is that another person can inspect the inputs, reasoning, and stated limits instead of inheriting a score with no seams.
The Candidate Test converts broad promises into office-specific decisions: bills, amendments, oversight, appointments, enforcement, public meetings, disclosure, and red lines. A serious answer can acknowledge constraints; the instrument distinguishes disagreement from evasion and a missing plan from an impossible promise.
